Metropolis Secures $4.83 Million to Prepare Industrial Park for Future Investment

The City of Metropolis is taking a major step toward strengthening its position to compete for new businesses. Through the Regional Site Readiness Program – Capital, the Illinois Department of Commerce and Economic Opportunity (DCEO) has awarded the city $4,830,508.13 to upgrade infrastructure at the Metropolis Industrial Park. 

The investment will help with the construction of two roads and increase wastewater capacity and other key infrastructure upgrades across 113 acres, preparing one of Southern Illinois’ premier industrial sites for future business development. 

“This grant is a turning point for the City of Metropolis,” Mayor Gregg Jeffords told the Metropolis Planet. “It will transform the Industrial Park from a concept into a ready-to-build economic engine.” 

Located directly along Interstate 24 and halfway between St. Louis and Nashville, the Metropolis Industrial Park already offers strong logistical advantages. With this new infrastructure investment, the site will become even more competitive for companies evaluating new locations. 

Preparing a Site for the Moment Opportunity Arrives 

Economic development experts consistently emphasize that prepared communities win projects. Businesses looking to build or expand often operate on tight timelines and require sites that are ready to move forward quickly. 

“Having an investment ready site is critically important,” said Didi Caldwell, President and CEO of Global Location Strategies, recently on the Develop This! podcast with Dennis Fraise.  

“You can be right in the sweet spot logistically, you can have a wonderful workforce, and you can have the right cost structure, but if you do not have a site that is ready to go under the time frame a business needs, you will not even be considered.” 

The Metropolis infrastructure project directly addresses that challenge by ensuring the industrial park has the capacity and readiness companies expect, reducing risks and improving timelines.

The Metropolis Industrial Park has long been recognized as one of the most promising development opportunities in Southern Illinois, ranking near the top in Southern Illinois Now’s Top 20 Sites project completed in early 2025. Additionally, the Metropolis Industrial Park is recognized as one of Illinois EDC's “Vetted Sites”, which are sites that are identified based on eight site characteristics: acreage, utilities, logistics, permitting and entitlement, workforce, ownership, local and state incentives, and environmental & topographic conditions. The Metropolis Industrial Park’s location along I-24 places it within easy reach of major Midwest and Southeast markets while offering direct interstate access for logistics and manufacturing operations. 

However, major industrial projects require more than a great location. Utilities and infrastructure capacity must be able to support modern production facilities, which often require significant wastewater treatment capability and other utility services. 

This investment by the State of Illinois allows the City of Metropolis to make those upgrades now, ensuring the site is ready when opportunities arise. 

A Long-Term Strategy for Economic Growth 

The State of Illinois increasingly recognizes that investment readiness often matters more than incentive packages. Companies seek communities that can demonstrate reliability, preparation, and the ability to deliver projects efficiently. By proactively upgrading infrastructure, Metropolis is positioning itself to respond quickly when companies begin searching for new locations.

With this $4.83 million investment, Metropolis is ensuring that the Metropolis Industrial Park can compete when those opportunities arise. 

“For more than a decade, the city has had the land, but not the infrastructure to attract businesses and jobs to our area,” Jeffords told the Metropolis Planet. “With the completion of the new roads and the installation of utility services, prospective businesses can immediately begin construction. The city can now give firm timelines to site selectors and developers to take Metropolis seriously in their future plans.” 

The upgrades will help unlock the full potential of the 113-acre industrial site, strengthening the city’s ability to attract new manufacturing, logistics, and industrial employers to the region. With this investment, Metropolis is making sure it is ready.
